Under LOLER, a forklift used for lifting goods usually needs a thorough examination at least every 12 months, or every 6 months if it lifts people.

Is a service the same as a thorough examination?

No. A service keeps the truck running well. A thorough examination is a legal safety inspection carried out by a competent person.
